This is bill is a massive amount of information I will try and break it down and give you the parts that will effect us directly each day.

The down payment assistant programs like Nehemiah, starting October 1, 2008, you will not be allowed to have a third party help with downpayment assistance if that entity gets reimbursed directly or indirectly by the seller. This means that any down payment assistant programs that the seller is giving the money back to a non-profit company is gone. They are still going to allow gift down payments from a relative. That is the only way you are going to be able to do 100% financing.
